Mark DeMay appointed City’s Finance Director

Laredo City Manager Joe Neeb has appointed Mark DeMay as the City’s new Finance Director.

DeMay brings over a decade of experience from the private sector and another decade’s worth of experience from the public sector in the areas of finance, accounting, cash management, investments, debt management, and budgeting.

He began his public sector career in California in 2008, working for a state agency, then worked in county government, and most recently with a city government in Central Texas. 

He has experience in government finance administration regarding laws and statutes in the areas of compliance, grants, purchasing, and financial reporting at the federal, state, and local levels.

Having worked in several industries during his three decade career in accounting and finance, DeMay has an understanding of the importance of team building, community relations, and customer service.

DeMay earned a Bachelor of Science in Business Administration – Accounting from San Diego State University and a Master’s in Governmental Accounting from Rutgers University. He is also certified as a government finance officer and a government financial manager.

He will plan, direct, coordinate, and monitor the functions of the Finance Department and monitor revenues and expenditures to ensure compliance with budget limitations and help departments progress in achieving goals and objectives.

DeMay will ensure financial compliance with the City of Laredo policies and procedures as well as federal, state, and local laws. Additionally, he will supervise the City’s debt management, bond sales, investments, purchasing, payroll processing, accounts payable, and accounting functions.

He will attend City Council meetings and other related committees while being able to respond to issues, concerns, and the needs of customers and co-workers.

City Manager Neeb said he is pleased to add DeMay to the City organization and that he looks forward to reinforcing the collaboration between departments to better serve the community.
