A very recent Google Earth shot tells the tale of the mess and public nuisance at 328 Windsor in Regency Park, carefully hidden from the street view by dark shade cloth attached to the home’s wrought iron fence.

Most of the outrageous assembly of inoperative cars, tires, and parts is hidden behind a secondary brick wall, but an opening at the end of the brick wall reveals the “gist” of someone’s inability to part with things that no longer work, including a toilet on the pool side of the property.

The 7,709 square-foot home at 328 Windsor is set on Lots 116 and 117 of Block 1 of Regency’s Section 1. It was built in 1985, and according to Webb CAD, it is owned by Victor Treviño, MD, the recently elected Mayor of the City of Laredo.

The Mayor’s son, Victor D. Treviño Jr., is named as the authorized agent for the property, which was valued in 2022 at $840,000 – $256,000 for the 0.6949 acre upon which it sits and $603,918 for improvements.

The Mayor’s home is flanked left and right by two well-maintained homes, each with a pristine pool.

Webb CAD’s mailing address for the Mayor is 5301 Santa María Avenue, a five-acre tract that is the home of Gateway Truck Stop and is owned by Cheetah Rentals, LLC, which is owned by Dr. Treviño.

Tenants at the five-acre tract – according to Webb CAD -include CAT Scale Co. of Texas, LTS Fleet Service, F-G Washout Service, LLC, SOTEXLA, Inc., and Nahum Alexis Romero. Castejon.

Dr. Treviño incorporated Cheetah Rentals, LLC in 2007. He is listed as the company’s director, CEO, manager, and agent.

In addition to the car collection at his home in Regency Park, his penchant for collecting car-casses is also evident at this location with a display of Corvettes, a Stingray, and other vehicles coated in dust.

5301 Santa María Ave./Gateway Truck Stop

Truckers who have used the services of Gateway Truck Stop have posted Google reviews about the unhygienic state of the bathrooms and showers, the lack of toilet paper, and the presence of “lot lizards” at night.

Some reviews date back through the lifespan of the business and others are more recent. You can read them by Googling Gateway Truck Stop and finding reviews there.

It is a horrible irony that a physician who served as the City’s health authority would offer the customers of his truck stop the filth and squalor of his company’s bathrooms.

My favorite review of the truck stop is from Victor Treviño Jr. who has probably never spent the night in an 18-wheeler at his family’s truck stop.

There is probably not a Keep Laredo Beautiful Award in the future for 328 Windsor, nor a Business of the Year Award for Gateway Truck Stop.

What we can hope for is that City Code Enforcement cracks open the Code of Ordinances to read and enforce applicable ordinances for junked cars as to nuisance and their environmental impact. As to Gateway Truck Stop, the Health Dept. would probably like to review photos of the company’s unsanitary bathrooms and showers. And lastly, perhaps LPD vice needs to investigate the suggested presence of nocturnal lot lizards.

How will a mayor who hoards the disarray of 20 cars in his backyard, who lives with the rank green water of his swimming pool and hot tub, who has made filthy bathrooms part of the services he offers at his truck stop – how does that shore up with cleaning the Cityscape, or the ideological promise to clean up City Hall to move the City forward?

  1. Nothing is as it seems! If you are a politician, exposure of your dirty laundry is inevitable! Can he still be a good mayor? Only time will tell but if he is breaking city code and does not own up to it and doesn’t do anything about it, than I venture to say, no!

  2. Excellent, diction, Ms Guerra. From the Google earth photo, I’m certain Dr Trevino has a plethora of nails you can use to continually and metaphorically nail him for a lifetime. What was once out of sight is no longer out of mind. I never imagined being thankful for Google Earth, but I am now. Oh, what ever will the worthless HOA’s do now that the ugly secret is exposed? I’ll tell you: absolutely nothing, but pity the fool that forgets to pay their dues! “Do as [he] says, not as [he] does.”

  3. Ms. Guerra… will you be helping code enforcement by reporting on other eyesores such as this one? Or will you just take this sniper shot 1 month into his office? Does he reside there? Does he operate the truck stop or lease out the property?

    Are YOU helping? Did you contact the council person for the area? Or is your work for Laredos limited to being negative about the powerless, ceremonial nature of the mayors office? Are council people holding Dept directors acccoutable? Are voters holding council persons accountable? Are Dept directors holding their reports accountable??????
